Animal health and welfare during transport

 

It is forbidden to transport or force animals to be transported which may cause them injury or suffering.

 

During the transport of animals, the following conditions must be met:

  1. make all the necessary preparations in order to reduce the duration of the trip and meet the needs of the animals during the trip;
  2. the animals shall be ready for travel;
  3. the transport vehicle must be properly constructed, maintained and managed, in order to avoid injury, suffering, as well as to ensure their safety;
  4. the equipment and the space for loading and unloading are properly constructed and maintained, in order to avoid injury and suffering, as well as to ensure their safety;
  5. persons handling the animals shall have skills and knowledge in the field of animal health and welfare during transport and to perform their duties without the use of force or any other method that causes unnecessary fear, pain, suffering or injury to animals;
  6. the transport to the place of unloading should be performed without delay, so that the conditions for animal welfare are regularly checked and properly maintained;/li>
  7. the animals shall be provided with sufficient floor area and height, appropriate to their size and purpose of transport and
  8. animals shall be offered water, food and rest at appropriate intervals and with appropriate quality and quantity according to their type and size.

Every driver or supervisor of animal travel for commercial purposes should have a valid Certificate of Competence.

The Certificate of Competence is issued by the Faculty of Veterinary Medicine in Skopje, which is an authorized entity of the Food and Veterinary Agency. A request is submitted to the archive of the Faculty of Veterinary Medicine in Skopje. Training and taking of an exam is foreseen. The approval is valid for 5 years.

Persons who transport animals for commercial purposes to destinations longer than 65 km and the transport time does not exceed 8 hours shall be approved by the Food and Veterinary Agency as transporters for SHORT DISTANCES.

Persons who transport animals for commercial purposes when the time of transport exceeds 8 hours should be approved by the Food and Veterinary Agency as transporters for LONG DISTANCES. In this case the transport vehicle shall also be approved by the Food and Veterinary Agency.

Persons transporting their own animals in their means of transport to destinations up to 50 km in one direction do not need to have an approval for transporters issued by the Food and Veterinary Agency nor to have a valid Certificate of Competence for a driver or travel supervisor.

 

ISSUANCE OF AN APPROVAL FOR TRANSPORTERS OF ANIMALS FOR SHORT DISTANCES

(commercial transporters for short distances - transport of animals to destinations longer than 65 km in one direction, and the duration of the trip is less than 8 hours)

The request for approval of a transporter for short distances is submitted in the archives of the Food and Veterinary Agency with an indication to the Animal Health and Welfare Department (address: Treta Makedonska Brigada No. 20, 1000 Skopje).

REQUEST FOR ISSUING OF AN APPROVAL FOR TRANSPORTERS OF ANIMALS FOR SHORT DISTANCES

 

Along with the request, the transporters must submit the following documentation:

  • current status issued by the Central Register of the Republic of Macedonia not older than six months;
  • an administrative fee in the amount of 50,00 MKD in accordance with the Law on Administrative Fees;
  • payment slip for issuing of an approval for transporters of animals in the amount of 1,500.00 MKD (one thousand five hundred denars) in accordance with the decision on the amount of fees for activities for animal health and welfare as well as the manner of their collection (Official Gazette of the Republic of Macedonia, no. 112/18);
  • valid certificate of competence of the driver and the travel supervisor (issued by an authorized entity by the Food and Veterinary Agency - Center for Animal Welfare at the Faculty of Veterinary Medicine Skopje);
  • short written standard operating procedures regarding animal health and welfare;
  • proof of ownership or contract for renting the transport vehicles and their identification (valid traffic license) and
  • list of transport vehicles and equipment with short main technological and technical characteristics.
     

The transport vehicle for short distances shall be controlled by an official veterinarian./p>

Transporters of live animals for short distances must have at least one transport vehicle and have at least one driver or travel supervisor with a valid competency certificate.

 

ISSUANCE OF AN APPROVAL FOR TRANSPORTERS OF ANIMALS FOR LONG DISTANCES

(travel time is longer than 8 hours)

 

The request for an approval of a transporter for long distances is submitted in the archives of the Food and Veterinary Agency with an indication to the Animal Health and Welfare Department (address: Treta Makedonska Brigada No. 20, 1000 Skopje).

REQUEST FOR ISSUING OF AN APPROVAL FOR TRANSPORTERS OF ANIMALS FOR LONG DSITANCES

Along with the request, the transporters must submit the following documentation:

  • current status issued by the Central Register of the Republic of Macedonia not older than six months;
  • an administrative fee in the amount of 50,00 MKD in accordance with the Law on Administrative Fees;
  • payment slip for issuing of an approval for transporters of animals in the amount of 1,500.00 MKD (one thousand five hundred denars) in accordance with the decision on the amount of fees for activities for animal health and welfare as well as the manner of their collection (Official Gazette of the Republic of Macedonia, no. 112/18);
  • an overview of the establishment's work organization and workforce balance
  • valid certificate of competence of the driver and the travel supervisor (issued by an authorized entity by the Food and Veterinary Agency - Center for Animal Welfare at the Faculty of Veterinary Medicine Skopje)
  • certificate (approval) for the transport vehicle;
  • written standard operating procedures regarding animal health and welfare;
  • written contingency and emergency plans and
  • list of transport vehicles and equipment with main technological-technical features including the navigation system.

Commercial long-distance transporters, in addition to the approval for long-distance transporters, must also have an approval for the vehicle (certificate for the transport vehicle for animals for long distances), documents issued by the Food and Veterinary Agency, on the basis of documentation control and control of the vehicle itself by a commission from the Food and Veterinary Agency. Transporters of live animals on long distances must have at least one transport vehicle approved for the transport of animals for long distances and have at least one driver or travel supervisor with a valid competency certificate.

 

ISSUANCE OF CERTIFICATE FOR THE TRANSPORT VEHICLE FOR ANIMALS FOR LONG DISTANCES

The request for issuing of a certificate for a transport vehicle for long distances is submitted in the archives of the Food and Veterinary Agency with an indication to the Animal Health and Welfare Department (address: Treta Makedonska Brigada No. 20, 1000 Skopje).

 

REQUEST FOR A CERTIFICATE FOR THE TRANSPORT VEHICLE FOR ANIMALS FOR LONG DISTANCES

Along with the request, the transporters must submit the following documentation:

  • current status issued by the Central Register of the Republic of Macedonia not older than six months;
  • an administrative fee in the amount of 50,00 MKD in accordance with the Law on Administrative Fees;
  • payment slip for issuing of a certificate for a transport vehicle in the amount of 10.000,00 MKD (ten thousand denars) in accordance with the decision on the amount of fees for activities for animal health and welfare as well as the manner of their collection (Official Gazette of the Republic of Macedonia, no. 112/18);
  • proof that the transport vehicles are not subject to a request submitted to or approved by another competent authority of another country;
  • list of transport vehicles and proof of ownership or contract for renting the transport vehicle and their identification (valid traffic license) and
  • list of transport vehicles and equipment with main technological and technical characteristics.
