Sector for general and administrative affairs

The Sector of General and Administrative Affairs coordinates the work of the Department of General Affairs, the Department of Legal Affairs, the Department of Public Procurement, the Department of Information Technology and the Department of Archive and Office Operations, participates in decision-making for the implementation of specific decisions on the works carried out in the sector, following previous instructions from a higher level, gives recommendations for their implementation.

The sector makes regular contacts with other sectors and departments in the Agency and exchanges information and experiences, determines work methodologies for approximation of legislation, monitors the execution and implementation of laws, that is, participates in the development of national regulations under the competence of other bodies of the state administration. performs administrative and legal work, conducts administrative proceedings of the first and second degree, makes decisions based on judgments of the Supreme Court of the Republic of North Macedonia, responds to requests from the state attorney's office, the Ombudsman, responds to lawsuits before the courts, prepares answers and evidentiary material for the courts and the public attorney's offices in cooperation with the relevant sector. In the competence of this Department is also the performance of the most complex professional operational and analytical tasks and activities in the field of coordination of the process of maintenance of the information systems in the agency and associated organizational units, the monitoring and processing of issues related to the information system, it directly participates in building a database with the definition of the technical, programmatic and telecommunication bases of the information system, monitoring the application of the legal and by-laws relating to the budgetary and material-financial operations, management, monitoring and control of the state and movement of funds and the sources of the entity's funds determined by the Budget, preparation, execution and reporting of the entity's budget, monitoring and application of the legislation in the field of public procurement, preparation of internal acts/procedures for public procurement, coordination of public procurement needs in the entity and preparation of an annual plan for public procurement, keeps records of the seals and stamps of the fire, storage, putting into use, handing over to an authorized person, putting out of use and their destruction, performs reception, review and distribution of acts, filing, delivery to work, administrative - technical processing of acts, sending of acts, division and classification of acts, filing of completed acts in the registry office and their archiving from the registry office to the archive, organizing the maintenance of auxiliary books for records of acts, inventory of acts, register, internal delivery books , book for registered mail, performs classification and arrangement of acts, resolved cases according to archival signs.
